The Public Service Agreement 2024-2026 includes a 1% local bargaining element for negotiation by the respective unions.
A letter of 9 February 2026, from the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation to HR Managers/Personnel Officers, outlines the application of the Local Bargaining Clause for grades represented by the AHCPS.
As the Agreement does not include any changes to pay scales, it is understood that the application of the Local Bargaining Clause will not apply to pensioners who retired before 1 September 2025 from a grade represented by the AHCPS.
