The Public Service Agreement 2024-2026 includes a 1% local bargaining element for negotiation by the respective unions. Circular 03/2026, published 16 January 2026 and effective from 1 September 2025, sets out payscale adjustments in relation to the grades of Clerical Officer, Executive Officer, Higher Executive Officer, Administrative Officer, Service Officer, Cleaner and related grades in the Civil Service represented by FÓRSA.
Only one point on each of the scales has been increased – the second long service increment (or the max for scales which do not have long service increments). It is understood that the increases will, in general, be passed on to pensioners whose pensions are based on any increased point on one of the relevant scales. Pensions are dealt with in paragraph 7 of the Circular. The letter of 24 September 2024 which is referred to in that paragraph is posted below for ease of reference.
The Circular makes provision also for increment “skips”. It is understood that increment skips are not applicable to any pensioner who retired prior to the effective date of 1 September 2025.
